No, there is at least 1.

I am assuming portals work from score, while honor works from runes though.

portals open to people close to your score. though not necessarily honour range or the 20% rule. not sure what is considered *close* for portals.

Not 50% apparently.

If no targets are found could the spell just not be cast-able?
